Is the US encouraging rogue states to obtain Nuclear weapons?

If you were leader of a developing nation and charged with protecting its sovereignty what would you do? After witnessing what happened in Afghanistan and Iraq it should be clear to any that you cannot defend yourself against the US conventionally. The threat of being on the receiving end of a nuclear weapon is perhaps the only chance you have to avert the destruction of your government and possibly your nation should the US decide you have to go.
